Ich habe Joomla 5 lokal installiert und danach schien alles zu laufen. Habe auch einen Testbeitrag schreiben können. Nachdem ich Joomla verlassen habe und xampp ebenfalls, konnte ich beim nächsten Start von xampp nicht auf Joomla zugreifen, weil sich MySQL nicht mehr starten lässt. Apache läuft.
